A racquet abuse violation is defined as “intentionally, dangerously, and violently destroying racquets or equipment or intentionally and violently hitting the net, court, umpire chairs or other fixture during a match out of anger or frustration”.
The final amount of the fine is usually decided by the tournament supervisor. The reason why in some cases players are fined more is that they commit other violations after breaking a racquet. Verbal Abuse (cursing at an umpire or opponent) and Unsportsmanlike Conduct (not being professional) violations can usually result in fines up to thousands of dollars each.
So it turns out that breaking a racquet is not such a big deal, but throwing a tantrum can be.
