The double fouls in kicking situations are generally the fouls after the possession change. Just kicking or flying ball doesn’t matter. Most leagues, especially NFL, implemented that rule to minimize the number of rekicks. The receiving team opts to replay the down-converting it into a double with a possession foul. They can’t use this option if the kickers committed the foul before the kick or the receiving team has physically obtained the possession.
